The FEMA Tender of Service Program (FEMA STOS Program) is the primary way that FEMA obtains transportation services from pre-approved private sector Transportation Service Providers (TSPs). FEMA invites TSPs to register with the Program during open onboarding periods to become a FEMA-approved TSP.
